How Portland got this map

Portland’s 13-member Independent District Commission unanimously adopted the current plan on August 21, 2023. The districts were first used for the November 2024 City Council election.

  • The charter required four districts with nearly equal populations.
  • Districts also had to be contiguous, compact, and mindful of neighborhoods and communities of common interest.
  • The commission reviewed more than 200 submitted maps and 50 community datasets.
  • Keeping the area east of I-205 largely together was intended to improve representation for a historically underrepresented part of Portland.
